* net/socks.el: New file, taken from w3 repository.
(top): Update Copyright.  Don't load cl.el.
(all): Replace `case' by `cond', `string-to-int' by
`string-to-number', and `process-kill-without-query' by
`set-process-query-on-exit-flag'.
(socks-char-int): Remove defalias and all occurencies.
